Condolence: I just heard about Phil's passing. Phil and I were good friends and enjoyed many laughs together. As police officers with HUPD we shared many harrowing incidents but I always knew Phil had my back. Phil's family was his number one priority in his life and he was very proud of his girls. Phil will be missed but never forgotten. God's blessings!
